David Russell’s expertise across a wide range of issues has proved invaluable to the Public Policy and Governmental Affairs group. After nearly a decade on Capitol Hill, Mr. Russell joined the firm in 2006, with abundant experience that has spanned both the legal and political spectrums.

Mr. Russell began his congressional career on the House Committee on Natural Resources. A year later, he moved to the Senate to join the staff of the late Senator Ted Stevens (R-AK), then the most senior member of the Senate Committee on Appropriations, the Senate Commerce Committee, and the Senate Homeland Security and Government Affairs Committee. He rapidly rose through the ranks, first as Legislative Assistant then Legislative Counsel, next as Legislative Director and then as Deputy Chief of Staff. During this time, Russell was responsible for overseeing a number of diverse issues – major aviation and surface transportation reauthorizations, energy development and regulation, homeland security, and environmental protection and resource management efforts, among others. Mr. Russell is equally at home in both the authorizing and appropriations arenas.

After a three year stint as Chief of Staff, Mr. Russell served as Chief Counsel to the Senate Committee on Commerce, Science, and Transportation. While there, he was instrumental in ushering many senior officials through the Senate confirmation process, including the heads of such high-profile agencies as the Department of Commerce, the Federal Trade Commission, the Consumer Product Safety Commission, and NASA, as well as senior Presidential appointees at the Department of Transportation, the Federal Communications Commission, and other boards and agencies. Mr. Russell’s political skills were further honed when he served as a principal advisor to the Senator during Stevens’ historic 2002 re-election campaign, in which he received 79 percent of the vote.

Mr. Russell grew up in various locations around the Pacific Northwest. He currently resides with his wife and two children in Falls Church, VA.
