DC Partner David Zetoony was quoted Jan. 11 by Minneapolis City Pages online concerning the burgeoning criminal enterprise of notario fraud. Completely unregulated and unlicensed, notarios present themselves as attorneys who, for a fee, can help immigrants remain in the United States. Zetoony helped Catholic Charities of D.C. file a petition with the Federal Trade Commission in 2009 documenting this trend of scams targeting immigrants. "Until we filed the petition for Catholic Charities, there was no government agency that was trying to address this problem," Zetoony said. "Nobody was trying to quantify this as a problem or count the people who had been victimized and realized it. Most of these people were simply falling through the cracks."
