Lewis Mills, Former Director of Missouri Division of Energy, Joins Bryan Cave LLP in Jefferson City

St. Louis, Mo., Sept. 23, 2015 – The international law firm Bryan Cave LLP (www.bryancave.com) announced today that Lewis Mills, former director of the Missouri Division of Energy, has joined the firm as counsel in its Jefferson City, Mo., office. Mills will practice within Bryan Cave’s Environmental and Energy Client Service Groups.

Mills brings with him 28 years of energy and utility regulation experience. He began his career in the Office of Public Counsel, an agency of the Missouri Department of Economic Development which represents the public in regulated utility and energy matters. Mills advanced to become the deputy chief administrative law judge for the Missouri Public Service Commission, which regulates all investor-owned utilities in the state. In 2005, he was appointed by then-Gov. Matt Blunt as public counsel and continued to serve in that position under Gov. Jay Nixon. In that role, Mills was the chief public advocate regarding utility and energy matters, and managed a team of experts and attorneys in litigating complex utility rate cases before the Missouri Public Service Commission.

In May 2014, Gov. Nixon asked Mills to accept the role of director of the Missouri Division of Energy within the Missouri Department of Economic Development. As director, Mills was charged with establishing and implementing energy policy for the state, including the development of the Missouri Comprehensive State Energy Plan in 2014 and 2015.

Mills is a former board member of the National Association of State Energy Officials and former president of the National Association of State Utility Consumer Advocates.

Mills received his J.D. in 1985 from the University of Utah College of Law. He received his bachelor’s degree in 1981 in geology from St. Lawrence University.
