Healy’s presentation will be on the breadth of SEQRA and will include a discussion of the scope of the statute and important exemptions to its applicability. Healy will also serve as a moderator of the program. Karmel’s presentation will be on mitigation measures and will include a discussion of enforcement mechanisms and common as well as unusual mitigation measures.
