Partners J. Kevin Healy and Philip E. Karmel to Speak at Lorman Program on the State Environmental Quality Review Act (SEQRA)

New York partners J. Kevin Healy and Philip E. Karmel will join a panel of distinguished practitioners for Lorman’s annual program on the State Environmental Quality Review Act, a statute that requires the assessment of environmental impacts for major real estate development projects and environmental permitting decisions in New York State. Healy’s presentation will be on the breadth of SEQRA and will include a discussion of the scope of the statute and important exemptions to its applicability. Healy will also serve as a moderator of the program. Karmel’s presentation will be on mitigation measures and will include a discussion of enforcement mechanisms and common as well as unusual mitigation measures.

J. Kevin Healy has practiced environmental and land use law for more than 30 years. He represents parties in regulatory and permitting matters under the Clean Air Act, the National Environmental Policy Act, the State Environmental Quality Review Act, the Clean Water Act and other federal, state and city environmental statutory programs; provides counsel on the environmental aspects of real estate developments; and participates in environmental audits and impact reviews.

Philip Karmel’s practice includes environmental and real estate litigation; land use matters arising under environmental review statutes and zoning laws; and the defense of toxic tort actions. Karmel also counsels clients on environmental matters, including issues arising under the Clean Air Act, brownfields redevelopments, the environmental aspects of corporate and real estate transactions, insurance coverage, environmental impact review and environmental permitting.
