Mark Goran is co-leader of the Life Sciences and Health Care Group and concentrates his practice in legal advice on a wide variety of corporate, finance, health care, tax and employee benefits matters. He particularly focuses on transactional health care industry matters involving taxable and tax-exempt organizations, including financing matters, merger and acquisition matters, strategic alliances, joint ventures, affiliations, development of managed care arrangements, provider networks (including independent practice associations (IPAs), medical service organizations (MSOs) and other forms of integrated delivery systems). Mr. Goran represents hospitals and health care systems and physicians and physician groups in various matters. He also has significant representation and experience with the home care industry (including home infusion, specialty pharmacy, home health, etc.). Mr. Goran has experience with acquisition, financing and development issues relating to long-term care facilities. He also has experience with managed care organizations, managed care contracting and risk allocation arrangements and the design of self-insured arrangements. Mr. Goran counsels clients on regulatory matters including Medicare/Medicaid, anti-kickback, Stark II, certification and accreditation matters, billing and reimbursement issues and state and federal rules regarding privacy and security. Mr. Goran has worked on matters involving the Internal Revenue Service, including private ruling requests and controversy work. Mr. Goran also works with the Office of the Inspector General, Department of Health and Human Services, in connection with advisory opinion requests, controversies and other matters. He is a frequent speaker on health care industry and employee benefits topics. Mr. Goran serves on various charitable and other business organization boards.
