Lynn Van Buren counsels clients in the areas of export licensing, compliance, and enforcement, as well as international law. Ms. Van Buren represents individuals and entities seeking authorization for exports of highly regulated technology to sensitive destinations. She prepares licensing and classification requests for dual-use items and advises clients regarding the classification of controls on dual-use products, software, and technology controlled by the US Department of Commerce Bureau of Industry and Security.
Ms. Van Buren has prepared registration and licensing applications and has counseled clients on the export of defense articles and services controlled by the US Department of State Directorate of Defense Trade Controls. She has assisted clients with licensing and classification issues before the Nuclear Regulatory Commission and the Department of Energy, with licensing and compliance issues before the Department of Treasury’s Office of Foreign Assets Control and with Foreign Corrupt Practices Act, anti-boycott regulations, and matters before the Committee on Foreign Investment in the United States.
Ms. Van Buren has counseled clients regarding implementation of effective compliance programs; conducted risk-based assessments and prepared export control and US sanctions compliance programs for multinational corporations and small businesses; and audited existing compliance programs for such companies. She also advised clients regarding establishing and maintaining compliance programs with respect to foreign-incorporated subsidiaries and the transfer of technical information to foreign-national employees.
In addition, Ms. Van Buren has assisted clients in enforcement proceedings before the Department of Commerce Bureau of Industry and Security; the Department of Treasury Office of Foreign Assets Control; the Department of State Directorate of Defense Trade Controls; the Department of Justice; and the Department of Homeland Security. In connection with these enforcement actions, Ms. Van Buren has assisted clients with preparing voluntary disclosures, performing compliance audits, recommending and implementing remedial measures, and identifying mitigating circumstances. She has also prepared pleadings and oral arguments before various state and federal courts and international arbitral tribunals.
Ms. Van Buren has been recognized with an International Labour Organization (ILO) Client Choice Award in 2011. She is the sole lawyer in the United States named in the Trade & Customs category. During law school she served as Order of the Coif, Senior Notes and Comments Editor, International Law Journal, and the Jessup International Moot Court Team.
