Joyce Tong focuses her practice on government contracts and grants. She represents information technology firms, manufacturing companies, and professional service firms entering into business arrangements with, or involving, government entities, in bid protests, claims against the government, ethical and corporate compliance issues, product sourcing compliance (such as the Buy American and Trade Agreements Acts as well as the Berry Amendment) and intellectual property issues. Ms. Tong assists clients in acquisitions of government contractors, providing guidance on government contract specific issues that may arise during the acquisition process. In particular, she counsels clients regarding in foreign acquisitions of domestic companies that trigger the voluntary filing requirement with the Committee on Foreign Investment in the United States (CFIUS). Ms. Tong also advises clients on the interpretation of regulatory and statutory law and the impact of those laws on their government contracts and business in general. Ms. Tong has represented clients before U.S. Court of Appeals for the Federal Circuit, the U.S. Court of Federal Claims, the Board of Contract Appeals, and the Government Accountability Office.
Ms. Tong is a speaker on these issues with the National Contract Management Association and is also Contract Management Leadership Development Faculty. She is an advisor to the Taiwan External Trade Development Council ("TAITRA") and the Korea Trade-Investment Promotion Agency ("KOTRA") on U.S. government procurement issues. Prior to practicing law, Ms. Tong was a technology researcher, focusing on website design and development with Forrester Research
