Ignatius Hwang has more than 18 years of international experience as an energy, resources and infrastructure lawyer. Before joining the firm, he led the Asian energy and infrastructure practice of an international firm based in Singapore. Mr. Hwang has a leading reputation as a Public-Private-Partnerships projects attorney.

Mr. Hwang has been involved in all aspects of energy and infrastructure projects, including structuring, documentation and negotiation in connection with the development, acquisition, financing, construction and operation of such projects. He has also advised governments, vendors and bidders on reforms and privatizations.

Mr. Hwang has worked on energy and infrastructure projects throughout Asia and the Pacific including Australia, India, China, Philippines, Vietnam, Thailand, Malaysia, Singapore, Indonesia, and the Middle-East.

Representative Experience

Power

  • Advised several leading Malaysian IPPs on proposed bids for separate green-field power projects in Indonesia.
  • Advised a Malaysian power company on a proposed acquisition of a power plant in India.
  • Advised Genting Bhd in its bid for NRG’s Asian and Australian assets including the successful acquisition of the 335MW Kondapalli power plant in Andhra Pradesh, India.
  • Advised Intergen on the Island Power IPP project in Singapore.
  • Advised PWC, the advisors to the Pakistan Government in the re-structure and privatisation of the Karachi Electricity Supply Corporation, a fully integrated utility.
  • Advised PA Consulting, the principal advisor to the Singapore Government in the re-structure of the Singapore electricity industry.
  • Advised a Singapore electricity retailer on licensing requirements and hedging arrangements including contracts for differences.
  • A$4.85 billion acquisition and financing of Loy Yang A, 2000MW lignite-fired power plant and coal mine from the Victorian Government, Australia.
  • Acquisition of a 50% interest in National Power Supply Co. Ltd, a 300MW coal and bio-mass-fired power plant in Thailand.
  • Acquisition of a 100MW diesel-fired power plant in the Philippines.
  • Development and financing of the Neyveli project, a 250 MW lignite-fired power plant in Tamil Nadu, India.
  • Acquisition of an interest in, development and financing of GVK Industries Ltd’s 235MW gas-fired power plant in Andhra Pradesh, India.
  • Acquisition of an interest in, development and financing of GMR Vasavi’s 200MW diesel-fired power plant in Tamil Nadu, India.
  • Bid for an interest in a 230MW power plant under development in Andhra Pradesh, India.
  • Bid for an interest in 335MW Kondapalli power plant in Andhra Pradesh, India.
  • Bid for Alcoa’s 250MW captive power plant in Western Australia.
  • Bid for a 400MW coal-fired power plant in Liaoning, China.
  • Development of a 30MW coal-fired power plant in Ningbo, China.
  • Bid for the acquisition of Tuas Power, a 2400MW gas-fired power plant in Singapore (aborted).
  • Development of a 600MW power plant in Indonesia.
  • Development of TIDCO power plant and LNG terminal in Tamil Nadu, India.

Water/Power

  • Advised the Singapore Public Utilities Board on the Changi NEWater project, Singapore’s second BOO NEWater project.
  • Advised the Singapore Public Utilities Board on the Ulu Pandan NEWater project, Singapore’s first BOO NEWater project.
  • Advised Veolia in the bid for Singapore’s first seawater desalination green-field project.
  • Successful bid, development and financing of the Taweelah A2 project, a 750MW and 50MIGD power and desalination greenfield project in United Arab Emirates.
  • Bid for the Shuweihat S1 project, a 1500MW and 100 MIGD power and desalination greenfield project in United Arab Emirates.
  • Bid for the Ras Laffan project, a 750MW and 40MIGD power and desalination greenfield project in Qatar.

Other Infrastructure

  • Advised the Singapore Environmental Ministry in relation to the divestment of the Senoko Incineration Plant in Singapore.
  • Advised the Singapore Environmental Ministry in relation to Singapore’s first BOO incineration project.
  • Advised the Singapore Environmental Ministry in relation to a proposed district pneumatic refuse conveyance system BOO project.
  • A$400 million acquisition of WMC’s and Normandy’s interest in the 1380 km Goldfields Gas Pipeline, Western Australia, and A$313 million re-financing for the transaction.
  • Development of a natural gas pipeline in Sulawesi, Indonesia.
  • Sale of Singapore gas assets by SembCorp to Power Gas.
  • Development of the Changi and Biopolis District Cooling projects for First DCS, Singapore.
  • Acquisition by Downer EDI of CPG Limited from Temasek Holdings.

Public Private Partnerships

  • Advised a bidder on the USD1 billion Singapore Sports & Leisure Infrastructure PPP, which includes the development of a sports stadium, water, other sports and recreational facilities.
  • Advised the Singapore Defence Ministry on Singapore’s first defence PPP in relation to training aircraft and training programme.
  • Advised One-North on the next generation IT network in One-North IT park.
