Ignatius Hwang has more than 20 years’ international experience as an energy, resources and infrastructure lawyer. Before joining Bryan Cave, he led the Asian energy and infrastructure practice of an international firm based in Singapore. Mr. Hwang has a leading reputation as a Public-Private-Partnerships projects attorney.
Mr. Hwang has been involved in all aspects of PPP, energy and infrastructure projects, including structuring, documentation and negotiation in connection with the development, acquisition, financing, construction and operation of such projects. He has also advised governments, vendors and bidders on reforms and privatizations.
Mr. Hwang has worked on energy and infrastructure projects throughout Asia-Pacific including Australia, India, China, Philippines, Vietnam, Thailand, Malaysia, Singapore, Indonesia, and the Middle-East.

Public Private Partnerships

• Advised the Singapore Defense Ministry on Singapore’s first defense PPP, which involved the supply of training aircraft and pilot training.
• Advised the Singapore Defense Ministry on its second defense PPP, which involved the supply of training fighter aircraft and pilot training.
• Advised the Singapore Defense Ministry on its third defense PPP project, which involved the design, construction, ownership, financing, maintenance and operation of a multi-use firing range, and range training.
• Advised a bidder in connection with the Singapore Changi Motorsports Hub project, which involved the design, construction, ownership, financing, maintenance and operation of a multi-use racing track, motor-themed entertainment complex, retail and leisure facilities, racing academy, motor museum and warehousing facilities.
• Advised a bidder on the USD 1 billion Singapore Sports & Leisure Infrastructure PPP, which involved the development of a sports stadium, water sports facility, other sports and recreational facilities, commercial and retail facilities.
• Advised the Singapore Public Utilities Board on the second seawater desalination PPP project, the Tuas Desalination project.
• Advised the Singapore Public Utilities Board on Singapore’s second PPP NEWater project, the Changi NEWater project, which involved the development of water treatment facility.
