Frank Plescia is a government affairs professional with over 25 years of state and local government affairs experience working for major corporations in the biotechnology, pharmaceutical, agricultural, food, chemical and oil industries. Along with his extensive experience in those industries, he has particular expertise in government-related matters with respect to economic development / tax incentives and energy policy.

Mr. Plescia’s focus is on managing state and local government affairs strategies and issues on behalf of the firm's clients, both in Missouri and on a multi-state basis. He has represented the national Biotechnology Industry Organization (BIO), Boehringer Ingelheim Pharmaceuticals, Inc., and Performant Financial Corporation on government matters in several Midwestern and western states. Mr. Plescia has also represented Anheuser-Busch, Boeing, Doe Run, Ford, General Motors, Monsanto, Nestle, Noranda Aluminum, Pfizer and Procter & Gamble as a registered lobbyist regarding energy and economic development-related matters with the Missouri legislature, Governor's Office and administrative / regulatory agencies.

Prior to joining the firm, Mr. Plescia spent 5 years with Chevron Corporation and 22 years with Monsanto Company, including its G.D. Searle pharmaceutical and NutraSweet food ingredient divisions. As Senior Director of Government Affairs, he led Monsanto’s state government affairs team of professionals and consultants covering all 50 states and Puerto Rico from 2001-2008. During his tenure with Chevron and Monsanto, he has worked in virtually every state capitol in the United States. Mr. Plescia has also been has been integrally involved in several major state ballot initiative campaigns, including Proposition 65 and "Big Green" in California, and he co-chaired the successful campaign against Ballot Measure 27 (mandating the labeling of biotechnology-derived foods) in Oregon in 2002.
