Edward Downey has practiced law for 31 years. He served in the Missouri Attorney General's Office for 13 years, 10 years of which he headed the Environmental Protection Unit, prosecuting criminal and civil environmental matters and advising the Missouri Department of Natural Resources (MDNR). He also represented the Missouri Department of Revenue in civil litigation and tax appeals before the Missouri Supreme Court and the Missouri Department of Social Services in civil litigation. He served on the Missouri Administrative Hearing Commission as an administrative law judge charged with conducting trials and deciding cases where a multitude of state agencies were a party. Those cases involved tax litigation, Medicaid litigation, professional licensing litigation and certain MDNR appeals. For the last 13 years, Mr. Downey has engaged in private practice with the firm representing taxpayers, professional licensees, and Medicaid providers before the Missouri Administrative Hearing Commission and industrial energy consumers before the Missouri Public Service Commission and, on appeal, before Missouri circuit and appellate courts.
